The City of Rancho Mirage, CA
Access Beyond Measure was contracted to update the City's ADA Self Evaluation and Transition Plan. The purpose was to provide the City with guidance in identifying architectural barriers and improving civic policies and procedures for ADA compliance. Numerous city parks and civic buildings including the Public Library were inspected for disability access.The results were documented in a comprehensive report that was designed to assist City staff with implementing any necessary changes. In addition, meetings were held with City officials to supplement the information contained in the report to facilitate a better overall understanding of ADA compliance.

City of Santa Barbara Airline Terminal Plan Review
The architecture firm of Howard, Needles, Tammen & Bergendoff (HNTB) of Los Angeles, CA contracted with Phil Kaplan of Access Beyond Measure to conduct a disability access plan review for a new airline terminal for the City of Santa Barbara, CA. In addition, the plan review included the historical airline terminal building which was built in 1942. The "plan check" focused on the interior elements of the buildings and a site plan analysis based on California Building Code requirements. A written report including supporting documentation and graphics were provided to help guide the architecture firm in meeting the disability access obligations.

City of Placentia, California
Access Beyond Measure was contracted to update the City’s ADA Self Evaluation and Transition Plan. The purpose was to provide the City with guidance in identifying architectural barriers and improving Civic policies and procedures for ADA compliance. Both City Hall and the Public Library were inspected for disability access. The results were documented in a comprehensive report that was designed to assist City staff with implementing any necessary changes. In addition, Mr. Kaplan crafted an ADA Grievance Policy and Reasonable Accommodation Policy for the City.
Meetings were held with City officials to supplement the information contained in the report to facilitate a better overall understanding of ADA compliance.

Plaza de Monterey (Bristol Farms Market) Shopping Center
The shopping center property manager contacted Phil Kaplan to conduct an ADA access site analysis for the existing parking lot and path of travel to the stores and shops on the property. The owner was being asked to upgrade the entire site to meet current ADA access requirements before the new tenant (Bristol Farms Market) would agree to a lease.
The property was built in the 1980s before the passage of the ADA and required several modifications to become compliant with disability access requirements.

The Heiress Gift Shop
A small gift shop was facing an ADA lawsuit based on a number of compliance violation accusations. The site analysis determined that only a small number of low cost changes would be required in order to bring the property into access compliance. The store owner then complied with the recommendations and removed the barriers. As a result, the lawsuit was ultimately dropped.
